Youth Rising - EU Support to Technical and Vocational Education and Training (TVET) for Young People in Liberia II

Objectives

The project’s specific objective is to ensure that Liberian VTCs provide high quality, relevant, equitable and gender balanced TVET to their trainees through the strengthening of the links with the private sector and via the improvement of management and delivery capacity at governmental and TVET provider level.

Deliverables

Output 1: Key GoL entities are endowed with a robust technical base to support the effective governance, planning, management, oversight and delivery of TVET. Output 2: Ten selected VTCs’ teachers, administrators and principals are trained, their infrastructures are rehabilitated, and their equipment and systems are modernised. Output 3: Formal engagement of the private sector with the Liberian TVET system through direct contributions to curriculum development and active participation in TVET governance and delivery. Output 4: Integration of inclusive strategies into the Liberian TVET system to enhance enrolment and retention rates. Output 5: Ten VTCs targeted under phase I of the Youth Rising Project deliver specific inclusion measures from year 1 and have strengthened capacity to operate sustainably through sustained engagement, mentoring and guidance provided by the TCPTRI.

National Development Plan Alignment

With reference to the AAID (NDP 2025-2029), the project is aligned to Pillar 1: ECONOMIC TRANSFORMATION, which refers to expansion of Technical and Vocational Education and Training (TVET) programs focused on industry-relevant skills, entrepreneurship, and digital literacy, while promoting internships, apprenticeships, and youth-focused entrepreneurial programs to transition young people into the workforce. The project is also aligned to Pillar 6: HUMAN CAPITAL DEVELOPMENT which refers to “ensure access to equitable, gender-responsive, and disability-inclusive education, improved quality and relevant teaching and learning, and enhanced efficiency and management capacity of all education stakeholders”; and “empower young people, increase their economic opportunities, and enhance their contribution to sustainable development.”
