Objectives

1. To produce and distribute the most comprehensive archival documentation of Liberian cultural identity ever published, covering all sixteen tribes and fifteen counties. 2. To build sustainable human capacity in Liberia’s cultural publishing sector by training and credentialing emerging Liberian writers and photographers through structured fellowship and training programs. 3. To preserve Liberian oral traditions, ceremonial practices, heritage systems, and material culture in an archival format accessible to future generations. 4. To expand national and international access to authentic Liberian cultural content through institutional distribution to universities, diplomatic missions, cultural institutions, and county government representatives across all 15 counties. 5. To position Liberia as a destination of cultural depth and distinction in international tourism and diplomatic promotion, in partnership with the Liberia National Tourism Authority. 6. To establish The Collective Foundation as Liberia’s permanent cultural documentation institution, with a replicable methodology for future documentation cycles and a revenue model that sustains the Foundation’s mission over the long term.

1. Liberia: A Cultural Portrait — Cultural Edition: 200 archival-quality copies distributed to universities, diplomatic missions, cultural institutions, county superintendents, and city mayors across all 15 counties. (By project close) 2. Liberian Cultural Writing Fellowship: 6–8 emerging Liberian writers trained, mentored, and published with credited bylines in the final publication. (During production) 3. National Development Plan Alignment

Liberia: A Cultural Portrait is directly aligned with the ARREST Agenda for Inclusive Development (AAID) 2025–2029, Liberia’s current National Development Plan launched on 15 January 2025. The project contributes to two of the ARREST Agenda’s six strategic pillars: Human Capital Development. The ARREST Agenda prioritizes skills training, workforce development, and the empowerment of women, youth, and emerging voices as central drivers of socio-economic progress. Liberia: A Cultural Portrait directly serves this pillar through its Writing Fellowship and Documentary Photography Training Program, which build professional skills and provide verifiable credentials for emerging Liberian cultural practitioners in the publishing and creative industries — the majority of whom are women and young people under 30. The project also strengthens Liberia’s creative economy by establishing a replicable cultural documentation methodology and producing a landmark publication that creates demand for Liberian creative talent internationally. Tourism. The ARREST Agenda identifies tourism as a strategic pillar for economic transformation and national branding. A comprehensive, archival-quality cultural portrait of Liberia directly supports tourism development by positioning the country as a destination of cultural depth and distinction in international markets — far beyond the coastal and wildlife narratives that currently dominate regional tourism promotion. The Cultural Edition will be distributed to diplomatic missions and county governments across all 15 counties, serving as a premium tool for national cultural promotion. The project also supports the AAID’s cross-cutting priorities of gender equity and youth empowerment — with women-led organizational leadership, a minimum 70% female participation target across all training programs, and an editorial commitment to centering the voices and contributions of Liberian women throughout the publication.
